Requires unlicensed individuals aged 18 and older to complete a driver education course before obtaining a North Carolina driver's license

Mandates 3 hours of instruction covering state motor vehicle laws, physiological and psychological effects of alcohol and drug use on driving, and high-risk behaviors including fatigued, aggressive, and distracted driving

Course must be offered by licensed commercial driver training schools in both online and in-person formats

Exempts applicants who currently hold or previously held a license from North Carolina or another state, or who completed driver education under G.S. 115C-215

Effective October 1, 2025, applying to license applications submitted on or after that date
