Authorizes the Town of Mooresville Board of Commissioners to convey town-owned real property, with or without payment, to increase housing supply for low- and moderate-income persons, veterans, and emergency responders

Prohibits conveyance of any property acquired through eminent domain under this authority

Allows deed restrictions requiring property to revert to the town if it ceases to be used for authorized housing purposes within a time period set by the Board

Requires the Board to adopt a resolution authorizing any conveyance, which must be posted on the town's website at least 10 calendar days before execution

Defines eligible veterans as those who served on active duty and were honorably discharged or are currently serving, and emergency responders as firefighters, law enforcement, paramedics, EMTs, and similar personnel including volunteers
