Repeals Section 9.15 of S.L. 2017-57, which restricted Stanly Community College from operating an off-main campus culinary program

Authorizes the Gullah Geechee Greenway/Blueway Heritage Trail in Brunswick County and the South Fork Passage State Trail (60-mile hiking and paddling trail) in Catawba, Lincoln, and Gaston Counties to be added to the State Parks System

Conveys approximately 11 acres of state property in Pender County to the Town of Burgaw for $1.00, subject to a reversionary interest requiring the land be used for public purposes

Codifies and substantially restructures the Lake Norman Marine Commission in Chapter 77 of the General Statutes, expanding membership from 5 to 9 commissioners (2 from each participating county plus 1 at-large), adding conflict of interest requirements, mandatory boating education for operators born after January 1, 1988, and new fee authority

Renames three roads/bridges: the NC Highway 904 bridge at Columbus/Robeson County line as "Assistant Chief Lenneau D. Hammond Bridge," the Rock Barn Road NE bridge over I-40 in Catawba as "Mayor Bruce R. Eckard Bridge," and Complex Street in Tabor City as "Shane Miller Street"
