North Carolina joins the Social Work Licensure Compact, allowing licensed social workers with a multistate license to practice across all member states without obtaining separate licenses in each state.

The compact covers three categories of social work licensure: clinical (requiring a master's degree plus 3,000 hours or 2 years of supervised practice), master's level, and bachelor's level, each requiring passage of a qualifying national exam.

Creates the Social Work Licensure Compact Commission, a joint governmental agency with one delegate per member state, responsible for administering the compact, maintaining a coordinated data system, and promulgating rules.

Member states retain authority to take adverse action against licensees and must report disciplinary actions to the shared data system; if a multistate license is encumbered, practice authorization is deactivated in all member states.

The act becomes effective October 1, 2025, and the compact takes effect nationally when seven states have enacted it.
