Modifies the funding formula for children with disabilities to include students who receive Opportunity Scholarship grants (private school vouchers) in the 13% cap calculation for each local school administrative unit

Requires the State Education Assistance Authority to report to the Department of Public Instruction by March 15 annually the number of scholarship grant recipients residing within each local school administrative unit

Appropriates $25,000,000 in recurring funds from the General Fund to the Department of Public Instruction for children with disabilities funding in the 2025-2026 fiscal year

Changes terminology from "local school administrative unit" to "public school unit" throughout the relevant statute

Becomes effective July 1, 2025, applying to funding allocations starting with the 2025-2026 fiscal year
