Restricts flags flown or displayed on State and local government property to only official governmental flags, including U.S., North Carolina, county/city, military branch, POW/MIA, Honor and Remember, recognized foreign nations, other U.S. states/territories, and recognized Indian tribes

Defines "displayed" broadly to include flags or flag images placed anywhere on government property, including facility walls, employee breakrooms, and sidewalks

Exempts historic museum displays and reenactments of prior U.S. wars from the restrictions

State or local government employees who violate the flag display restrictions are subject to disciplinary action, including termination

Effective October 1, 2025, applying to violations occurring on or after that date
