Restores Henderson County's authority to initiate down-zoning without property owner consent for two specific purposes: farmland preservation in agricultural districts and floodplain mitigation in FEMA-designated special flood hazard areas

Amends G.S. 160D-601(d), which was previously changed by S.L. 2024-57 to require written consent from all affected property owners before any down-zoning could be initiated or enforced

Applies only to Henderson County and portions of municipalities located within Henderson County

Takes effect upon becoming law and applies retroactively to December 11, 2024, restoring any ordinances that were affected by the prior state law change
