Appropriates $54 million to Hoke County for water/sewer infrastructure ($11M), courthouse construction overages ($10M), a new sheriff's office and law enforcement center ($10M), workforce training center at Sandhills Community College ($10M), social services building ($5M), mental health/rehabilitation facility ($5M), and volunteer fire department improvements ($3M)

Appropriates $83.2 million to Scotland County for a new courthouse and jail facility ($80M), splash pad upgrades ($1M), public capital improvements ($1M), and a new EMS/fire substation in Wagram ($1.2M)

Appropriates $33 million to the City of Laurinburg for Main Street restoration ($4M) and water/wastewater capital projects ($29M)

Appropriates smaller grants to the Town of Gibson ($24,810 for lagoon station repairs), Town of Wagram ($185,000 for water meters, road repairs, and fencing), and St. Andrews University ($6M for hurricane damage repairs to Belk Center)

All funds are nonrecurring General Fund appropriations for fiscal year 2025-2026, effective July 1, 2025
