Creates a sentence enhancement increasing felony classification by one level for persons convicted of a felony (other than Class A) who have a prior federal conviction for illegal reentry under 8 U.S.C. § 1326

Establishes a sentence enhancement increasing felony classification by one level when a felony (other than Class A) is committed while conspiring with others to benefit, promote, or further criminal activity

Enhances misdemeanor sentences by one classification level when committed in conspiracy to further criminal activity; Class A1 misdemeanors would be elevated to Class I felonies

Requires the State to prove enhancement factors beyond a reasonable doubt during trial, with jury determination if defendant contests the enhancement while pleading guilty to the underlying offense

Becomes effective December 1, 2025, applying to offenses committed on or after that date
