Restores authority for local governments in Durham County, Person County, and the cities of Durham and Roxboro to initiate down-zoning amendments without property owner consent

Amends G.S. 160D-601(d) to create an exception allowing government-initiated down-zoning, while maintaining the requirement for property owner consent when down-zoning is initiated by other parties

Removes the provision that defined creating nonconformities on non-residential land as a form of down-zoning

Applies retroactively to December 11, 2024, reversing changes made by Section 3K.1 of S.L. 2024-57

Down-zoning is defined as decreasing development density or reducing permitted uses below what was previously allowed
