Referendums will be held on November 3, 2025 in four Cabarrus County municipalities (City of Concord, Town of Harrisburg, Town of Midland, and Town of Mount Pleasant) asking voters whether to change municipal elections from nonpartisan to partisan

If voters approve the change in any municipality, partisan elections would begin in 2027 and candidates' political party affiliations would be officially disclosed on ballots

Adds Cabarrus County to the list of counties subject to G.S. 153A-27.1(h), which modifies the process for filling vacancies on the County Board of Commissioners

Changes to election methods would not affect how vacancies are filled for seats elected prior to the effective date of the new provisions

The vacancy-filling provision takes effect immediately upon becoming law, while election method changes would take effect at the first regular council meeting in December 2027 if approved by voters
