Appropriates $5,000,000 in nonrecurring funds from the General Fund to the Office of State Budget and Management for fiscal year 2025-2026

Provides a directed grant to Crossnore Communities for Children, a nonprofit organization, to address the foster care crisis in North Carolina

Funded services include the Promise for Hope Campaign, Center for Trauma Resilient Communities, Bridging Families program, youth independent living, foster care, family reunification and preservation services, and community engagement

Services must be available to children statewide and delivered from three locations: Winston-Salem, Crossnore, and Hendersonville

Effective date is July 1, 2025
