Allows Johnston County Schools to open as early as the Monday closest to August 10, instead of the statewide requirement of August 26

Removes the existing State Board of Education waiver process that allowed districts to request earlier start dates (no earlier than August 19) based on "good cause" from weather-related closures

Permits local boards with school calendars ending the fall semester before December 31 to administer state assessments prior to the semester's conclusion

Applies exclusively to Johnston County Schools, effective for the 2025-2026 school year
