Creates tiered felony penalties for convicted felons who possess firearms while committing another felony: Class F felony for possession, Class D felony for brandishing, and Class C felony for discharging the weapon

Defines "brandish" as displaying all or part of a firearm or otherwise making its presence known to another person

Applies to felonies under North Carolina's criminal code (Chapter 14) and controlled substances violations (Article 5 of Chapter 90)

Maintains the existing Class G felony classification for basic felon-in-possession offenses not involving commission of another felony

Effective December 1, 2025, applying only to offenses committed on or after that date
