Restores authority for six Carteret County municipalities (Morehead City, Beaufort, Bogue, Cape Carteret, Cedar Point, and Newport) to initiate down-zoning without property owner consent

Amends G.S. 160D-601(d) to allow local governments to initiate down-zoning amendments, which under current law require written consent of all affected property owners

Removes the provision that prohibited creating nonconformities on non-residential land as a form of down-zoning requiring owner consent

Applies retroactively to December 11, 2024, reversing changes made by Section 3K.1 of S.L. 2024-57 and reinstating any ordinances affected by that law

Down-zoning is defined as decreasing development density or reducing permitted uses below what was previously allowed
