Exempts Franklin County Schools from state-mandated school calendar restrictions that require opening no earlier than the Monday closest to August 26 and closing no later than the Friday closest to June 11

Removes the requirement for Franklin County to demonstrate "good cause" (8 school closure days per year in 4 of the last 10 years due to weather or emergencies) to request an earlier start date

Grants the local Franklin County board of education full authority to set its own opening and closing dates for the school year

Applies exclusively to Franklin County Schools and no other school districts in North Carolina

Takes effect upon becoming law and applies beginning with the 2025-2026 school year
