Adds tribal enrollment cards issued by State or federally recognized Indian Tribes to the list of acceptable identification for purchasing alcohol and tobacco products in North Carolina

Provides sellers with a legal defense against age-verification violations when a purchaser presents a valid tribal enrollment card showing they meet the minimum age requirement

Applies to both traditional ID checks and biometric identification systems used by retailers to verify purchaser age

Amends G.S. 18B-302(d) governing alcohol sales and G.S. 14-313 governing tobacco, tobacco-derived products, vapor products, and cigarette wrapping papers

Becomes effective December 1, 2025, applying to offenses committed and purchases made on or after that date
