Transfers $89,508,792 from the State Emergency Response and Disaster Relief Fund to the Department of Agriculture and Consumer Services to establish the 2024 Agricultural Disaster Corn Crop Loss Program

Provides financial assistance to corn farmers in USDA-designated disaster counties who experienced verified crop losses in 2024 due to drought, excessive rainfall, and hurricanes

Requires farmers to submit Form 578 or equivalent documentation within 45 days of the act becoming law, with possible 45-day extensions for crops where survival levels are not immediately known

Limits administrative costs to 1% of program funds and requires the Department to report to the Fiscal Research Division every six months on applicants, grants awarded, and fund distribution

Program expires 30 months after enactment, with unexpended funds reverting to the State Emergency Response and Disaster Relief Fund
