Requires health insurers in North Carolina to apply the same cost-sharing (deductibles, copays, coinsurance) for diagnostic and supplemental breast imaging (MRI, ultrasound, diagnostic mammography) as they do for routine screening mammograms

Covers supplemental breast cancer screening for patients at increased risk due to personal or family medical history, or those who qualify based on US Preventive Services Task Force recommendations

Prohibits out-of-network healthcare providers from billing patients or insurers above in-network reimbursement rates for breast cancer prevention services including mammograms, ultrasounds, and MRIs

Updates cervical cancer screening coverage guidelines from American Cancer Society to American College of Obstetricians and Gynecologists standards

Effective October 1, 2025, applying to insurance contracts issued, renewed, or amended on or after that date, and to services provided on or after that date
