Caps reimbursement at $1,500 per canine per state fiscal year for covered services including wellness exams, vaccinations, medications, emergency care, surgeries, specialty care, euthanasia, and cremation

Requires both the retired canine and its owner to register with the Department of Public Safety, with reimbursement applications due within 90 days of veterinary care

Protects owner names, addresses, and phone numbers as confidential information not subject to public records disclosure
