Mandates age verification through either anonymous third-party verification or standard platform-approved methods, with users choosing their preferred option

Applies to platforms where 10% or more of daily active users under 16 spend 2+ hours per day and that use algorithmic content selection with addictive features (infinite scroll, push notifications, auto-play video, etc.)

NC Department of Justice may collect civil penalties up to $50,000 per violation; minor account holders may recover up to $10,000 in damages for knowing/reckless violations; effective October 1, 2025
