Authorizes the Towns of Blowing Rock and Boone and the Counties of Dare, Durham, and Watauga to construct and provide affordable housing exclusively for their employees on government-owned property

Local government units may partner with joint ventures, land trusts, or other entities and convey property to them for affordable housing purposes, except property acquired through eminent domain after the act's effective date

Units may contract with private persons, partnerships, or corporations to finance, construct, or maintain the affordable housing

Local governments may set below-market rents or sales prices, offer below-market financing, and impose resale restrictions and buyback provisions on the housing units

All housing constructed under this act must comply with applicable building codes, zoning ordinances, and state and local construction regulations
