Increases penalties for assault inflicting serious bodily injury from Class F to Class E felony, and for assault with physical injury by strangulation from Class H to Class G felony, effective December 1, 2025

Creates new felony offense of "habitual domestic violence" for repeat offenders with two or more prior domestic violence convictions within 15 years, starting as Class H felony and escalating up to Class C felony for subsequent convictions

Prohibits expunctions for petitioners with outstanding warrants, pending criminal cases, felony indictments, or who are free on bond pending trial, appeal, or sentencing in any federal or state court

Removes the default rule that multiple prison sentences run concurrently, requiring courts to make findings on the record explaining whether sentences will run concurrently or consecutively

Allows attorneys representing a person to request confirmation of that person's expunction on their behalf
