Restores the City of High Point's authority to initiate down-zoning amendments without obtaining written consent from all affected property owners

Amends G.S. 160D-601(d) to create an exception allowing local government-initiated down-zoning, reversing restrictions imposed by S.L. 2024-57

Removes the provision that classified creating nonconformities on non-residential land as down-zoning

Applies exclusively to the City of High Point as a local bill

Takes effect upon becoming law and applies retroactively to December 11, 2024, reinstating any ordinances affected by the previous state law change
