Expands the requirement for jail facilities to verify citizenship or legal residency status from specific drug and assault felonies to all felonies, plus Class A1 misdemeanors involving certain crimes and impaired driving offenses.

Requires prisoners subject to an ICE detainer and administrative warrant to appear before a state judicial official, who must order the prisoner held for transfer to ICE custody.

Prisoners held under ICE detainers must be released after 48 hours from when they would otherwise be released, or when ICE takes custody or rescinds the detainer, whichever comes first.

Facilities must notify ICE within two hours after a prisoner's scheduled release time of the exact date and time the prisoner will be released.

Grants state and local law enforcement immunity from criminal and civil liability for actions taken under ICE detainer orders; becomes effective October 1, 2025, and was enacted over Governor Josh Stein's veto on July 29, 2025.
