Restores authority for the towns of Cornelius, Davidson, and Huntersville to initiate down-zoning amendments without obtaining written consent from all affected property owners

Amends G.S. 160D-601(d) to create an exception allowing local government-initiated down-zoning, reversing restrictions imposed by S.L. 2024-57

Removes the provision that prohibited creating nonconformities on non-residential land through down-zoning

Applies to the three named municipalities and their extraterritorial jurisdictions

Effective upon becoming law with retroactive application to December 11, 2024, restoring any ordinances affected by the prior legislation
