Appropriates $65.5 million from the State Emergency Response and Disaster Relief Fund for Tropical Storm Chantal recovery in nine central NC counties (Alamance, Caswell, Chatham, Durham, Granville, Moore, Orange, Person, and Wake), including $55 million for federal disaster assistance matching, $6 million for individual/family grants, and $5.5 million for damaged state highways

Allocates $10 million to Wilson Community College for biologics training center operations, $2.8 million annually to UNC for tuition grants at NC School of Science and Mathematics and UNC School of the Arts, and $1.2 million annually to three residential schools for the deaf and blind for administrative costs

Authorizes three new cooperative innovative high schools (Hawthorne Academy of Health Sciences, Martin Innovative Early College of Health Sciences, Moore Innovative High School) and establishes supplemental funding tiers of $180,000-$275,000 based on county development tier designation

Provides $51 million for Hertford County economic development infrastructure (public dock and road construction) contingent on a steel manufacturing business investing $974 million and creating 835 jobs, plus $35 million for Centennial Authority public infrastructure improvements

Revises higher education accreditation requirements to replace mandatory accreditor rotation with a requirement to maintain accreditation from a "preferred" institutional accrediting agency while permitting additional accreditation from other agencies
