Department of Veterans and Military Affairs must ensure all four state veterans cemeteries are properly staffed and maintained, addressing issues including headstone installation delays, equipment damage to graves and markers, drainage problems, debris, and bare grass patches

Military and fraternal organizations such as Veterans of Foreign Wars, NC National Guard, and ROTC must be permitted to volunteer for cemetery maintenance projects

Department must review and adjust funeral service policies regarding chapel-only services, time allotted for funerals, attendee limits, and restrictions on visiting grave sites during other funerals

Department must submit a report to the Joint Legislative Oversight Committee on General Government by October 1, 2025, detailing issues found and changes made
