Appropriates $1.8 million to the Department of the Secretary of State for antifraud training for county register of deeds employees, with up to 10% allowed for administrative costs

Appropriates $500,000 to the Department of Justice to create and launch a statewide public awareness campaign on real property fraud

Appropriates $30 million to the Department of Information Technology for need-based grants to county register of deeds offices, allocated for: scanning equipment and digitization (up to 40%), software upgrades (up to 15%), network and hardware improvements (up to 15%), cloud storage and backup (up to 10%), digital security enhancements (up to 10%), and staff training (up to 8%)

Appropriates $1 million for need-based grants to county register of deeds offices that lack fraud detection alert systems as of the effective date

All appropriations are nonrecurring General Fund dollars for fiscal year 2025-2026, with an effective date of July 1, 2025
