Reenacts North Carolina's pistol purchase permit system that was previously repealed, requiring buyers to obtain a permit from the county sheriff before purchasing or receiving a pistol

Expands the permit requirement to include long guns (shotguns and rifles), which were not covered under the original law

Permits are valid for five years from issuance and allow purchase of one pistol or one long gun per permit

Sheriffs must conduct criminal background checks and verify the applicant's good moral character before issuing permits; a valid NC concealed handgun permit may substitute for the purchase permit

Violations constitute a Class 2 misdemeanor; the law takes effect December 1, 2025, with exemptions for antique firearms and historic edged weapons
