Limits members of the NC On-Site Wastewater Contractors and Inspectors Certification Board to two consecutive three-year terms, effective for terms beginning July 1, 2026 or later

Adds new certification requirements including liability insurance coverage for contractors, inspectors, and evaluators, with annual continuing education requirements ranging from 3-12 hours depending on certification level

Requires the Department to hold public hearings before approving local health department modifications to state wastewater rules, and mandates that local health departments cannot withhold Operation Permits when all permit conditions have been met

Allows licensed engineers, in addition to Authorized On-Site Wastewater Evaluators, to conduct required wastewater system inspections and verifications

Streamlines private drinking water well permitting by establishing local health departments as the exclusive permitting authority, requiring permit decisions within 10 business days when accompanied by a Notice of Intent to Construct, and repealing existing local board of health rules on well permitting (except testing standards)
