North Carolina applies to Congress under Article V of the U.S. Constitution for a convention of states to propose constitutional amendments

Convention scope limited to three areas: imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and establishing term limits for federal officials and members of Congress

Application remains active until at least two-thirds of state legislatures (34 states) submit applications on the same subject

Secretary of State must transmit copies to the President, congressional leadership, North Carolina's congressional delegation, and presiding officers of all state legislatures

Resolution takes effect upon ratification
