Requires all licensed hospitals and ambulatory surgical facilities in North Carolina to adopt policies mandating smoke evacuation/filtering systems during surgical procedures likely to generate surgical smoke

Defines surgical smoke as gaseous by-products from energy-generating devices, including surgical plume, bio-aerosols, laser-generated airborne contaminants, and lung-damaging dust

Smoke evacuation systems must capture, filter, and eliminate surgical smoke at the site of origin before it contacts occupants' eyes or respiratory tracts

Authorizes the Department of Health and Human Services to take adverse action against facilities that violate these requirements
