Lottery winner names and addresses would be confidential by default, with disclosure only if the winner consents or as required for tax and legal compliance

Removes the previous $50 million threshold and 90-day time limit that restricted confidentiality protections to only the largest jackpot winners

Eliminates special confidentiality provisions for winners with protective orders or Address Confidentiality Program participation, as all winners would now receive confidentiality protections

Winner information may still be shared with NC Department of Revenue, IRS, other state tax authorities, debt set-off programs, and pursuant to court orders

Effective date: July 1, 2025
