Creates a new Sigma Gamma Rho Sorority special registration plate featuring the sorority's symbol, name, and phrase "Greater Service, Greater Progress" with a $20.00 additional fee

Establishes fee distribution for the new plate: $10 to the Special Registration Plate Account and $20 to the Collegiate and Cultural Attraction Plate Account

Directs quarterly transfers from the Collegiate and Cultural Attraction Plate Account to the educational foundations of five Divine Nine organizations: Alpha Kappa Alpha, Delta Sigma Theta, Kappa Alpha Psi, Phi Beta Sigma, and Sigma Gamma Rho

Authorizes the Revisor of Statutes to alphabetize and renumber special registration plates in G.S. 20-79.4(b) and G.S. 20-81.12
