Directs the North Carolina Institute of Medicine to study the advantages and disadvantages of legalizing medical aid in dying (MAID) for terminally ill, mentally competent adults with less than 6 months life expectancy

Requires evaluation of 17 specific areas including application processes in the 11 U.S. jurisdictions with MAID laws, safeguards against coercion, impact on healthcare systems, and reasons why approximately one-third of approved applicants choose not to take the medication

Mandates at least one public hearing with 15 days advance notice before the final report is submitted

Report with findings and legislative recommendations due to the Joint Legislative Oversight Committee on Health and Human Services by April 1, 2027

Appropriates $150,000 in nonrecurring General Fund money to DHHS for allocation to NCIOM, effective July 1, 2025
