Legalizes cannabis possession, use, and home cultivation for adults 21 and older, with limits of 2 ounces of cannabis, 15 grams of concentrate, products containing up to 2,000 mg THC, and 6 plants per person

Establishes a licensed cannabis industry regulated by the Department of Public Safety, including retail stores, cultivation facilities, manufacturing facilities, testing labs, delivery services, and on-site consumption establishments

Imposes a 30% state excise tax on retail cannabis sales, with municipalities permitted to add an additional 2% local option tax; medical cannabis sales are exempt from these taxes

Creates the Office of Community Reinvestment to promote participation by those disproportionately harmed by cannabis prohibition, with 25% of tax revenue directed to the Community Reinvestment and Repair Fund and 10% to the Cannabis Enterprise Opportunity Fund

Requires automatic expunction by July 1, 2028, of convictions for marijuana offenses that become legal under the new law, and removes marijuana from the state's controlled substances schedules effective January 1, 2028
