Veterans, their dependents, and other covered individuals under the federal Veterans Access, Choice, and Accountability Act (38 U.S.C. § 3679) would qualify for in-state tuition rates at North Carolina higher education institutions without meeting the 12-month residency requirement

Removes the previous limitation that tied in-state tuition eligibility to federal requirements under 38 U.S.C. § 3679, expanding state-level benefits beyond federal mandates

Eliminates any time restriction based on years elapsed since discharge from active duty service of 90 days or more

Effective upon becoming law, applying beginning with the 2025-2026 academic year
