Replaces the requirement for full mental health record disclosure in concealed handgun permit applications with a two-step process: entities first provide a "Yes" or "No" statement within 15 days indicating whether they have medical records on the applicant

If an entity responds "Yes," they must provide only mental health records showing a diagnosis of mental illness by a medical professional within 30 days, rather than all mental health or capacity records

Removes "capacity" from the disclosure requirements, limiting the scope to mental health records specifically related to mental illness diagnoses

Requires sheriffs who deny a permit to identify which medical professional or facility provided mental health records and include their contact information in the denial notice

Effective October 1, 2025, with the Administrative Office of the Courts required to update release forms by September 30, 2025
