Reauthorizes the Turtle Rescue Team special registration plate, which expired July 1, 2016, to be issued by the NC Division of Motor Vehicles

Charges a $30 additional fee on top of the regular vehicle registration fee for the plate

Distributes the $30 fee as $10 to the Special Registration Plate Account and $20 to the Collegiate and Cultural Attraction Plate Account

Directs quarterly transfers from plate sales to the NC State University College of Veterinary Medicine Turtle Rescue Team to fund free medical, surgical, and husbandry services for rehabilitating turtles for release into the wild

Plate design will feature a phrase and logo selected by the NC State Turtle Rescue Team
