Reenacts the land surveyor intern certification that was repealed in 2022, applying retroactively to July 1, 2022 for certificates or licenses issued on or after that date

Removes requirements for engineer intern and land surveyor intern applicants to submit character references, while retaining character and reputation standards

Grants professional land surveyors a limited right to enter private property to perform surveys without constituting trespass, excluding railroad properties and critical infrastructure, with landowners protected from civil liability for surveyor injuries except for willful harm

Authorizes the Board to award up to $5,000 in attorneys' fees plus costs when prevailing in injunction actions against violations committed with fraudulent intent or intentional deceit

Eliminates obsolete grandfathering provisions for professional engineers and photogrammetrists to obtain land surveying licenses through pathways that expired in 1975, 1999, and 2014
