Establishes the Shrimp Trawl Transition Program within the Division of Marine Fisheries to provide annual payments to commercial fishing license holders who reported inshore shrimp sales using trawl nets between January 1, 2023, and June 30, 2025, with the program expiring October 1, 2028

Annual transition payments calculated as the average monthly value of eligible shrimp trip tickets multiplied by 12, plus $180; up to $2 million annually may be drawn from the Marine Resource Endowment Fund to cover shortfalls

Increases the Standard Commercial Fishing License fee for residents from $400 to $580, and raises the minimum nonresident fee from $400 to $2,000

Raises Coastal Recreational Fishing License fees, including resident annual licenses from $15 to $28 and nonresident annual licenses from $30 to $65

Implementation contingent on House Bill 442 becoming law; fee increases effective July 1, 2025, and expire June 30, 2028
