Establishes a four-year pilot program (expiring August 1, 2029) requiring at least a six-week recreational flounder harvest season between May 15 and November 15, with a limit of one fish per person per day and no seasonal limit

Sets a commercial southern flounder quota of 750,000 pounds total allowed catch, with overages deducted from the following year and unused quota carried forward

Allows year-round recreational red snapper harvest in State waters with a limit of two fish per person per day and a 20-inch minimum size limit

Prohibits shrimp trawl nets in all coastal fishing waters except Atlantic Ocean areas more than one-half mile from the shoreline, effective December 1, 2025, with violations classified as a Class A1 misdemeanor

Requires the Division of Marine Fisheries to complete a southern flounder stock assessment by July 1, 2026, and submit annual progress reports to legislative committees beginning August 1, 2026
