Amends the NC Constitution to require the Governor to fill vacancies in eight Council of State offices (Secretary of State, Auditor, Treasurer, Superintendent of Public Instruction, Attorney General, Commissioner of Agriculture, Commissioner of Labor, and Commissioner of Insurance) by selecting from a list of three nominees submitted by the vacating officer's political party

Political parties have 30 days from the vacancy occurrence to submit their list of three qualified recommended persons

Amendment applies only when the vacating officer was elected as a political party nominee; the party affiliation is determined at the time of the officer's election

Constitutional amendment would be placed on the November 3, 2026 statewide general election ballot for voter approval

Amendment becomes effective upon certification by the State Board of Elections if approved by a majority of voters
