Creates new statute (§ 120-9.1) authorizing the NC General Assembly to review any federal law, rule, or presidential executive order to determine constitutionality

Empowers the General Assembly to direct the Attorney General to conduct constitutional reviews and pursue legal challenges; if the Attorney General declines, the General Assembly may unilaterally declare a federal action unconstitutional

Prohibits the State, political subdivisions, and organizations receiving State funds from implementing any federal action that "restricts a person's rights"

Specifically bars implementation of federal actions deemed unconstitutional in nine categories: pandemic/health emergencies, natural resources, agriculture, land/wetlands/water use, ESG financial regulations, firearms, education, school sports, and other state-reserved powers

Effective immediately upon becoming law
