Repeals Article 9 of Chapter 131E of the General Statutes, eliminating North Carolina's Certificate of Need (CON) requirements for healthcare facilities effective January 1, 2026

Removes CON-related references from multiple statutes governing hospitals, nursing homes, hospices, ambulatory surgical facilities, home health agencies, and other healthcare providers

Eliminates the provision allowing hospitals to temporarily increase bed capacity during emergencies under CON law, as CON restrictions will no longer apply

Removes appeals from Department of Health and Human Services CON decisions from the list of cases with direct appeal rights to the Court of Appeals

Updates statutory definitions for healthcare facilities to be self-contained rather than cross-referencing the repealed CON statute definitions
