Requires any legislation adding new health benefit mandates to also repeal at least an equal number of existing health benefit mandates before ratification

Mandates that legislation containing health benefit mandates include an appropriation of recurring funds to cover the cost of the mandate to the State Treasurer, State Health Plan, or relevant State agency

Defines "health benefit mandate" broadly to include requirements for coverage of specific services, treatments, or prescription drugs; cost-sharing mechanisms like copayments and deductibles; prior authorization processes; and pharmacy benefit manager regulations

Specifies that any health benefit mandate in Chapter 58 of the General Statutes effective on or after July 1, 2025, will automatically apply to the NC State Health Plan for Teachers and State Employees at the start of the next Plan year

Becomes effective 30 days after enactment and applies to legislation considered by the General Assembly on or after that date
