Establishes a supplemental insurance plan administered by the NC Department of Insurance for first responders diagnosed with work-related mental health conditions including anxiety, depression, PTSD, and sleep-wake disorders

Covers law enforcement officers, firefighters, 911 dispatchers, EMTs, detention officers, correctional officers, and volunteer firefighters employed by government or nongovernmental entities

Provides up to $5,000 per year in reimbursement for out-of-pocket mental health treatment costs including deductibles, copayments, and coinsurance

Offers a salary benefit of 75% of monthly salary (capped at $5,000/month) for up to 12 workweeks when treatment requires leave from employment

Provides disability benefits of 75% of salary (max $5,000/month) or $1,500/month for volunteer firefighters for up to 36 consecutive months when a mental condition prevents return to duty, effective January 1, 2026
