Authorizes the NC Division of Motor Vehicles to issue a "Birthplace of American Independence" special registration plate commemorating the 250th anniversary of the Halifax Resolves signing on April 12, 1776

Plate design features a blue background with a feather pen logo, red and white lettering, and the phrase "Birthplace of American Independence"

Additional fee of $30.00 charged on top of regular vehicle registration fees, with $10 going to the Special Registration Plate Account and $20 to the Collegiate and Cultural Attraction Plate Account

Quarterly transfers from plate sales directed to Halifax County Business Horizons, Inc. to support commemorative and educational activities related to the Halifax Resolves anniversary
