Creates a licensing system for kratom product manufacturers ($15,000 fee), distributors ($2,500 fee), and retail sellers ($250 per location), with licenses required by July 1, 2026, and enforced by the Alcohol Law Enforcement Division

Prohibits sale of kratom products to persons under 21 years of age, with civil penalties ranging from $500 for first violation up to $2,000 and license revocation for fourth violation within three years

Requires mandatory testing of kratom products by independent laboratories before distribution, prohibiting products containing synthetic alkaloids, dangerous contaminants, or 7-hydroxymitragynine levels exceeding 2% of alkaloid composition

Bans possession of kratom products and hemp-derived consumable products on school property and prohibits possession of hemp-derived consumable products by anyone under 21 years of age (Class 3 misdemeanor)

Kratom regulations take effect July 1, 2026; hemp possession prohibition takes effect December 1, 2025; school policy requirements apply beginning with the 2025-2026 school year
